Grant Overview

The Northwest Territories experiences persistent gaps in Indigenous youth mentorship infrastructure, particularly in communities outside Yellowknife where high-school completion rates sit 22 points below the territorial average. Mining and government employment dominate the wage economy, yet training pipelines remain concentrated in the capital.

Youth aged 16 to 24 in the Sahtu and Dehcho regions face limited broadband and few certified trainers in emerging trades such as renewable-energy installation. Traditional knowledge holders provide informal guidance, but formal credentialing pathways are absent outside the four largest settlements.

The funding supports hybrid mentorship models that combine on-the-land instruction with modular digital modules delivered via community learning centers. Applicants must partner with at least one Indigenous government and show measurable progression toward trades certification or post-secondary enrollment within 24 months.

Proposals require endorsement from the relevant Indigenous government and data-sharing agreements with the territorial Department of Education, Culture and Employment. Priority is assigned to programs operating in communities with populations below 1,000 that lack year-round road access.

Unlike Yukon applications, Northwest Territories funding mandates explicit integration of Dene or Inuvialuit language components and restricts overhead to 12 percent to reflect higher transportation costs north of 60.
