Grant Overview

The Northwest Territories designates 33 communities as fly-in only, creating mandatory charter flight line items that consume between $420 and $780 of any $1,000 micro-grant when delivering journaling kits to Indigenous settlements near Great Bear Lake.

Aurora observation windows are restricted to the period between 22:00 and 02:00 local time during the September-to-April season. Projects must file flight plans with Nav Canada and obtain land-use permits from the Tłı̨chǫ Government for sites north of Yellowknife.

Workforce constraints include a shortage of certified interpreters fluent in both English and the nine official Indigenous languages. Every workshop budget must reserve 20 percent for translation services or face rejection by the Department of Education, Culture and Employment.

Equipment lists must specify cold-weather rating to minus 40 degrees Celsius for notebooks and pens. Suppliers must provide test certificates from the Aurora Research Institute.

Unlike Yukon programs that rely on road-accessible field stations, the Northwest Territories requires satellite communication plans for all groups operating beyond 150 kilometres of a settlement. These plans are reviewed by the territorial emergency measures office before funds are released.
