The Northwest Territories records a persistent shortage of aurora research technicians, with only 11 individuals holding advanced degrees in atmospheric physics or related fields residing in the territory as of the 2021 census. This constraint restricts both data collection at remote observation sites and development of locally relevant educational materials for schools in Yellowknife, Inuvik, and Hay River.

Workforce gaps are most acute for Indigenous residents, who comprise 50 percent of the territorial population yet hold fewer than 15 percent of current aurora-related technical positions. Small businesses and nonprofits applying for the grant must therefore detail recruitment or training pathways that prioritize residents of the seven largest Indigenous communities.

Eligible entities submit a workforce plan specifying the number of paid training hours and any partnerships with Aurora College or the territorial Department of Education. Budgets must allocate at least 40 percent of the $1,000 award to participant stipends rather than equipment.

Review criteria emphasize measurable increases in local research capacity within 18 months, such as new data sets contributed to the Canadian Space Agency’s aurora monitoring network. Applications lacking these metrics are returned without scoring.

Projects that combine research instrumentation with tourism operator training receive priority when they demonstrate joint use agreements with at least two Indigenous-owned lodges operating north of the Arctic Circle.

This territorial residency and Indigenous hiring emphasis sets Northwest Territories applications apart from those submitted in Yukon, where university partnerships are weighted more heavily.
