Participation in cultural activities has declined 22 percent since 2015 according to territorial health surveys.

The grant funds art programs that train local facilitators in drum-making, quillwork, and hide preparation using mobile kits. Resources target facilities in Yellowknife and Inuvik as training hubs, with equipment designed for air transport in extreme cold. Organizations must provide documented partnerships with band councils for land-use permissions.

Infrastructure limits such as intermittent broadband and single-runway airports dictate that all curricula include offline components. Workforce plans must address high staff turnover rates documented at 35 percent annually in remote postings. Unlike Yukon applications, Northwest Territories requires demonstration of extreme rural delivery capacity due to frontier county designation.

Demographic factors, including a median age of 34 and high out-migration to Alberta, underscore the urgency of retaining cultural skills within the territory.
