The Northwest Territories’ research permitting process through the Aurora Research Institute requires every project to obtain a scientific research licence and, where Indigenous knowledge is involved, a separate community research agreement signed by the relevant Indigenous government. In 2023, 74 percent of approved licences were issued for locations north of 65 degrees latitude, where winter temperatures routinely reach minus 40 Celsius and daylight is absent for 60 consecutive days. Cost projections must therefore incorporate charter aircraft rates that average $4,200 per hour and heated equipment enclosures rated to minus 50 Celsius.
Applicants must list the number of community research assistants to be hired from each participating settlement and attach wage scales that meet the territorial minimum of $19.75 per hour plus northern living allowances. Proposals that rely solely on fly-in southern technicians are returned for revision. The territory’s broadband network remains satellite-dependent outside Yellowknife and Inuvik, requiring data plans that account for upload limits of 50 GB per month during field seasons.
Unlike Yukon’s road-accessible research stations, the Northwest Territories funding criteria assign higher scores to projects that locate field camps within 50 kilometres of an existing Indigenous government office, thereby reducing the need for new fuel caches and emergency evacuation infrastructure. This requirement directly reflects the territory’s 33 communities, most of which are accessible only by air or seasonal ice roads.
