These outcomes matter because the territory’s population of 45,000 is spread across 1.3 million square kilometres, with 50 percent living in communities accessible only by air for most of the year. Without deliberate programming that pairs Indigenous knowledge holders with southern researchers, the default remains parallel rather than joint events.
Implementation requires advance chartering of aircraft for artists travelling between Inuvik and Fort Simpson, plus procurement of portable planetarium equipment rated for -40 °C operation. Documentation budgets must include Inuktitut and North Slavey captioning for all recorded sessions to satisfy territorial language legislation.
The approach also mandates pre- and post-event surveys administered through the NWT Bureau of Statistics to quantify changes in cross-cultural understanding scores. Unlike submissions from southern provinces, Northwest Territories applications must include letters from the relevant Indigenous government confirming that all workshop content has received cultural protocol review.
