With 33 communities accessible only by air or seasonal winter roads, students aged 15 to 17 in places such as Sachs Harbour or Ulukhaktok cannot attend multi-week programs located in southern Canada without significant logistical support. Average one-way airfare from remote communities to Yellowknife exceeds $800, and summer schedules conflict with subsistence harvesting periods.
Data from the territorial Department of Education indicate that 62 percent of secondary students live more than 300 kilometers from the nearest university or established youth leadership facility. This distance compounds during July and August when commercial flights are reduced. Families in the Sahtu and Dehcho regions report additional constraints from limited broadband, preventing participation in hybrid preparatory modules offered by external programs.
The scholarship covers full air transportation from the applicant's home community to the program site and return, plus a guaranteed seat on territorial-chartered flights during the exact program window. It also supplies satellite communication devices for participants to maintain contact with family and mentors during the four weeks. These provisions directly offset the cost and scheduling barriers unique to the territory's settlement pattern.
Selection gives priority to applicants who commit to delivering a post-program workshop in their home community within six months, using materials provided by the program. This requirement acknowledges that leadership skills gained in southern settings must be transferred back to isolated environments to produce measurable local benefit. The combination of transport guarantees and mandated knowledge return distinguishes Northwest Territories participation from programs serving connected southern jurisdictions.
