Broadband connectivity averages 3 Mbps in communities outside Yellowknife, preventing reliable use of remote coaching platforms. These constraints require that any funded program incorporate durable cold-weather equipment and in-person training rather than digital substitutes.
The Aurora Sports Program requires applicants to demonstrate that equipment can be stored in heated, locked facilities within each target community. They must also provide letters from two local Indigenous governments confirming that cultural protocols for youth participation have been reviewed. Unlike southern Canadian jurisdictions, the territory requires criminal-record checks for all instructors and explicit statements that programming will not interfere with traditional harvesting seasons.
Grant reviewers examine whether proposed budgets include freight costs on the annual sealift or winter road. Applications that rely solely on air cargo are typically rejected due to documented per-kilogram rates exceeding $18. Readiness is further assessed through submission of a maintenance log template that accounts for battery degradation in extreme cold, a factor not present in any other Canadian adaptive-sports program.
