The Northwest Territories' 33 communities outside Yellowknife rely on winter roads and limited satellite links, creating operational barriers for sustained technology deployment. Many Indigenous governments in the Dehcho and Sahtu regions maintain offices with fewer than five functioning computers for band administration and language programs.
These constraints affect daily operations for health centres in Ulukhaktok and community learning centres in Fort Good Hope that cannot run current digital literacy platforms. Cultural organizations preserving Dene languages require hardware that functions during multi-day power outages common in winter.
The grant allocates refurbished units to entities that can maintain equipment under extreme temperature ranges and coordinate with existing territorial connectivity projects. Applicants must list satellite bandwidth contracts and backup power sources.
Unlike Yukon programs that benefit from the Alaska Highway corridor, Northwest Territories applications must prove service across fly-in communities with no year-round road access. Organizations already holding contribution agreements with the Government of the Northwest Territories receive expedited review.

Registered societies and Indigenous governments operating north of the 60th parallel meet threshold criteria. Educational institutions require territorial accreditation. All applicants submit an equipment maintenance plan that accounts for -40 °C storage conditions and a designated community contact reachable by satellite phone.
