These connectivity shortfalls affect 44 percent of residents who identify as First Nations, Métis or Inuit and live outside Yellowknife. The territory's vast land area means satellite-dependent sites experience latency that disrupts behavioral health sessions, contributing to follow-up completion rates 35 percent below national rural averages.

Implementation requires partnerships with Northwestel and the Aurora Research Institute to install last-mile infrastructure before clinical platforms go live. Outcome metrics must include documented reductions in medical evacuation flights and increases in completed online credit courses through Aurora College.
