Workforce shortages compound the issue. The territory reports 47 vacant social-science research positions as of 2024, leaving existing faculty with teaching loads that exceed 18 contact hours per week. Consequently, graduate students receive minimal administrative assistance when assembling the multi-layered travel authorizations required to leave the territory, including GNWT research permits and community consent letters from each of the territory's 33 communities.

This funding addresses the capacity gap by covering both travel and the administrative costs of securing those permits, provided the student's home department confirms that no local staff member is available to complete the paperwork.
