Eligibility requires formal endorsement from at least one Northwest Territories Indigenous government before application submission. The territorial Wildlife Act designates all freshwater turtles as "specially protected," creating a permitting layer absent in southern jurisdictions. Applicants must hold either a Northwest Territories scientific research permit or an equivalent wildlife research licence.
Community consent protocols follow the 2019 NWT Indigenous Knowledge Policy. Research plans must include plain-language summaries translated into the primary Indigenous language of the study area and provision for elder review of methods. Budget lines for honoraria and translation are mandatory line items.
Population monitoring in the Northwest Territories faces extreme seasonality. Ice-free windows on the Mackenzie River and Great Slave Lake last only 120-140 days. Equipment must withstand -40 C storage and rapid deployment during spring thaw. Proposals omitting cold-hardened telemetry systems are rejected at the administrative screen.
Successful projects demonstrate prior experience conducting multi-year mark-recapture studies above the 60th parallel. The program will not fund first-time Arctic operators without documented partnerships with the Department of Environment and Natural Resources or the Aurora Research Institute.
This structure diverges from southern Canadian programs by embedding territorial permitting and Indigenous consent as co-equal eligibility gates rather than post-award requirements.
