Grant Overview
The Northwest Territories requires applicants for wildlife conservation training to hold either a valid Northwest Territories hunting licence or a letter of support from a renewable-resources officer stationed in the same region as the proposed training site. This criterion reflects the territory's 33 communities spread across 1.3 million square kilometres and the legal requirement that harvesters demonstrate land-use rights before handling certain species data.
Eligibility Criteria in the Northwest Territories
Training cohorts must include at least 70 percent residents of the five regions: Inuvik, Sahtu, Dehcho, North Slave, and South Slave. Budgets must allocate funds for charter aircraft or snowmobile fuel at rates published by the territorial Department of Infrastructure, because commercial carriers do not serve most training locations.
Applications are screened for proof that traditional ecological knowledge instructors receive per diem rates equal to government biologists, a parity rule enforced by the territorial human-resources policy.
Regional Infrastructure Constraints in the Northwest Territories
The absence of an all-season road network means that equipment movement between Yellowknife and Ulukhaktok is restricted to winter roads open for an average of 10 weeks. Proposals must therefore contain contingency schedules and duplicate supply caches. Unlike Yukon applications, Northwest Territories files also require coordination with the federal Department of Fisheries and Oceans for any training that crosses into marine mammal management zones.
