Grant Overview
The Northwest Territories spans six distinct climate zones and 33 communities, 25 of which are accessible only by air or winter road. Indigenous governments in the Dehcho and Sahtu regions have documented permafrost thaw rates that threaten both cultural sites and community infrastructure at twice the territorial average. These conditions create specific barriers to sustained collaboration among community governments on adaptation planning.
Local governments in smaller communities such as Fort McPherson and Ulukhaktok maintain climate adaptation plans that remain unfunded beyond initial drafting. Larger centers like Yellowknife and Inuvik hold the majority of technical staff certified in risk assessment, producing repeated requests for support from remote band councils. Broadband capacity below 50 Mbps in 18 communities further restricts real-time data sharing required for coordinated monitoring.
The funding requires applicants to locate technical assistance delivery in at least three remote communities and to demonstrate use of satellite-based data systems compatible with existing territorial platforms. Proposals must include written endorsement from the relevant Indigenous government and a schedule that avoids winter road closure periods.
Applications centered exclusively in Yellowknife or lacking commitments from community governments will not proceed. Budgets must separate costs for on-site training from equipment, with a minimum 25 percent allocated to travel for staff based in remote locations. Review criteria explicitly examine whether the project addresses permafrost-related site vulnerability in the Sahtu or Dehcho.
